To breed or not to breed?

I have GSD x PHARAOH DOG mix *****... She is very lovely natured, warm, good looking, social, gentle, playfull and smart... I have been encouraged to breed her for her personality but as she is non pedeegre she will be neutered... What are your views on breeding mixed dogs? Would you support free neutering and set price for this procedure nation wide? What are your ideas to stop irresponsible breeders??
